I will list a few apps that effectively resize photos. However, as a user you have to decide on the app that best meets your requirement.
Photo Compress 2.0
Photo Compress 2.0 is a free app and you can download it from Play Store, and the good news is that it is an ad free app. Use this app if you want to compress your large pictures into smaller sized pictures without compromising on the picture quality. Besides compressing, you can also resize and crop the images as required. It is a simple and easy to use app with intuitive options. You can share the compressed or resized photos right from the app. If for some reason you are not satisfied with the changes made, you can always Reset Changes and try out the compression or resize using different values.

After resizing, compressing or cropping the photo you can save it with a new or original name and Exit the app. Alternatively, you can replace the edited photo with the original photo or automatically save in a separate Photo Compress folder.
Resize Multiple Photos in Your Mobile
To compress or resize multiple photos: This app also includes a well-documented online help. With the free app, you can use the multiple resize for 10 photos only but there is no limit for the pro version available for $0.99. There is no limit for the multiple compression. The pro version also allows you to keep EXIF (Exchangeable Image File Format) data.
Photo and Picture Resizer
This free app from the Play Store resizes the pictures and reduces the size and crops. This app also ensure that there no or only little loss of the picture quality. I found this app to be good because it did what I wanted to do with my pictures. I wanted to resize my photo displayed below of 1920 x 2560 – 1.1 MB to a lesser size for sharing.
I resized the image to 768 x 1024 and the size was reduced to 124 KB without any change in the resolution. Check out the resultant resized photo below to help you decide whether it meets your requirement.
The resized photo saves automatically in the Gallery under the PhotoResizer folder. The app supports batch conversion as well. This free app includes non-intrusive ads, to avoid them you can opt for an in-app purchase.
Reduce Photo Size
This free app from the Play Store does not compress the pictures but resizes them to reduce the byte size of the picture. The resized image result is excellent but the drawback is that you can only share the resized images over social media but not save them on your phone. It does not support batch resizing either, so exiting the app to select a photo each time can sometimes be challenging. Besides the above-mentioned popular apps, there are quite a few other apps too that you can download from the Play Store, like Image Resizer, Resize MyPix, Quick ImageResizer etc. I have come across mixed reviews about these apps but have not used them.
